This is a quote from Michael Lewis's book Flash Boys on how the markets are rigged these days. The quote comes in partially with the words “for a fee... for just a few fractions of a second" before coming in with the full quote. It's supposed to emulate how the rest of the market only gets the full picture after those who have have had the forthcoming information "flashed" at them.
